For our purpose, from the analysis of an international network sample, whose units are chosen according to the level of development of the support network to the creation of innovative companies, we develop a model in three stages, based on the model of Larson and Starr that describes the network lifecycle; this allows to define common conditions and to highlight fundamental characteristics and the observation of the functions performed n the different stages for the key actor: ''meta-organization''.
