Beyond the agreements on the disarmament of the UCPMB and the relaxation of the GSZ, the core of the agreement on a peaceful solution to the conflict was a plan presented by the Government for a series of measures to improve the social, economic and political rights of ethnic Albanians in southern Serbia (the “Covic Plan”).
