There is a body of opinion out there, which is not narrowly based in one political party—it is shared across the board by professionals and people of all parties, and people of no party—that we have a structure that is not sustainable, does not deliver for Wales, results in a postcode lottery, and will now have an imbalance in terms of negotiations with the trusts.
