Die SEVAL wurde 1996 gegründet. Sie ist die praktische Folge des Nationalen Forschungsprogrammes 27, des Schweizerischen Nationalfonds, das die Erprobung, Verbesserung und Beurteilung der Wirksamkeit staatlicher Massnahmen zum Ziel hatte.
