Various women’s organizations worked to put the problem of irresponsible fatherhood on the public agenda and secured the adoption by the Legislative Assembly in 1996 of Decree No. 880 empowering judges and the Office of the Procurator-General of the Republic to order employers in the various primary units of autonomous and decentralized State organizations and institutions and employers in the private sector to withhold, in addition to the support payment for the month of December, the equivalent of 30 per cent of the cash or end-of-year bonus, as applicable, received by employees ordered to pay support.

Diversos organismos de mujeres trabajaron por incorporar en la agenda pública la problemática de la paternidad irresponsable, habiendo logrado que en 1996 la Asamblea Legislativa aprobara el Decreto 880 que faculta a Juezas y Jueces y a la Procuraduría General de la República para ordenar a “los pagadores de la distintas unidades primarias de organizaciones y de instituciones autónomas y descentralizadas del Estado....así como a los distintos pagadores de instituciones privadas, retener, en adición a la cuota alimenticia del mes de diciembre el equivalente del 30 % de la prima que recibirán en concepto de Compensación económica en efectivo o aguinaldo según el caso ...”.

Diverses organisations féminines ont milité pour que les autorités se saisissent du problème de la paternité irresponsable et sont parvenues à faire adopter par l’Assemblée législative, en 1996, le décret 880, qui habilite les juges et le Procureur général de la République à ordonner aux « agents payeurs des différentes unités primaires des organismes publics et des institutions autonomes et décentralisées de l’État ... ainsi qu’aux différents agents payeurs des institutions privées de retenir, en sus du montant de la pension alimentaire du mois de décembre, l’équivalent de 30 % de la prime versée à titre de compensation économique en espèces ou d’étrennes, selon le cas ».

Различные женские организации занимались вопросами привлечения общественного внимания к проблеме ответственного родительства, в результате чего в 1996 году законодательное собрание приняло декрет No 880, которым судьи и сотрудники Генеральной прокуратуры Республики по гражданским делам были уполномочены обязывать «различные подразделения организаций, а также самостоятельные и децентрализованные государственные учреждения... и различные учреждения частного сектора удерживать в декабре из выплачиваемой ими материальной компенсации в дополнение к установленному содержанию 30 процентов в наличной или безналичной форме в соответствующих случаях...».
