وأشارت منظمات EP، وPA، وIPYS وTransparencia Venezuela إلى أن عدداً من القوانين والتدابير يقيد الحق في الحصول على المعلومات، مثل المرسوم الرئاسي رقم 7454 المنشئ لمركز CESNA للدراسات وهو المركز المخول سلطة تصنيف المعلومات كمعلومات سرية(74).

EP, PA, IPYS and Transparencia Venezuela reported that a number of laws and measures restricted the right of access to information, such as Presidential Decree No. 7.454, establishing the State-of-the-Nation Study Centre (CESNA), which has the authority to classify information as confidential.
