وقد صدرت أصلاً برسم الوثيقة UNEP/IEG/UM/1/1 بتاريخ 16 حزيران/يونيه 2003، وعُممت على الحكومات مشفوعة برسالة موجهة من المدير التنفيذي يلتمس فيها وجهات نظرها بشأن هذه المسألة.

It was originally produced as UNEP/IEG/UM/1/1 dated 16 June 2003, and circulated to all Governments together with a letter from the Executive Director seeking their views on this matter.
