ووفقا لهذا النظام فإن وكالات التشغيل التي تخل بقواعد وكالات التشغيل أو بشروط الحصول على التراخيص يتم إخطارها وتسجل لها ثلاث أو ست أو اثنتا عشرة نقطة سلبية وذلك حسب مدى خطورة المخالفات.
