ويتزايد تفتيت الضفة الغربية، بما فيها القدس الشرقية، بواسطة توليفة من السياسات والممارسات تشمل على سبيل الذكر وليس الحصر: الجدار؛ وإنشاء مناطق التماس، ونقاط التفتيش؛ وتقييد تقسيم الأراضي والتخطيط؛ وهدم المنازل والإجلاء القسري (لا سيما في حالة جماعات البدو الموجودة في المنطقة جيم)؛ وسحب حقوق الإقامة؛ وتحويل مساحات شاسعة من أراضي الضفة الغربية إلى مناطق عسكرية مغلقة أو محميات طبيعية؛ وانتزاع الأراضي من أصحابها لتحويلها إلى أراض زراعية تابعة للمستوطنين أو إلى مناطق صناعية. وهذا التفتيت من شأنه أن يحول بلا رجعة دون تواصل الضفة الغربية، ويقوض من ثم الحل العادل والمستدام القائم على دولتين( ).

Increasing fragmentation of the West Bank, including East Jerusalem, by way of a combination of policies and practices including, but not limited to: the wall; the creation of seam zones; checkpoints; zoning and planning restrictions; demolition of homes and forced evictions (particularly of Bedouin communities in Area C); revocation of residency rights; the designation of vast tracts of land in the West Bank as closed military zones or natural reserves; and the expropriation of land for settler agriculture or industrial zones, may irreversibly disrupt the contiguity of the West Bank, undermining a just and sustainable two-State solution.
