إن قرارا حكوميا يحرم شخصا ما من أي صلة بمكان يعتبره وطنه يثير مخاوف خطيرة على حقوق الإنسان، الأمر الذي يتطلب في الحد الأدنى دراسة متأنية لأي قرار ترحيل، على أن يقيّم صانع قرار مستقل جميع الآثار وانتهاكات الحقوق المحتملة.
