وإننا نتفق مع الأمين العام على أنه ينبغي إجراء الانتخابات قبل إعلان الاستقلال، حتى يتسنى للإدارة الانتقالية، قبل مغادرتها، ضمان إجراء الانتخابات بصورة سلسلة.
