For acquisition of the dielectric substrate having a predetermined dielectric constant and an enhanced material, the present invention employs a method of adding a ceramic fiber material to the dielectric substrate, because, relatively speaking, the ceramic fiber material has a great dielectric constant and mechanical performance, so when the ceramic fiber material is added to an organic resin substrate, the mechanical strength and dielectric constant thereof will be improved.
