Article 11 agreements or arrangements must therefore include: consistent scope of coverage; prior notification and consent; prohibition of shipments without consent; efforts to reduce transboundary movements; use of authorized facilities that operate in an environmentally sound manner; prohibition of exports to countries that have prohibited such imports; shipments only by authorized persons; alternate measures for stranded shipments; and the use of tracking documents (in accordance with the annex to decision II/10).
