Parallel dazu soll die Stellung des Repräsentantenhauses als Vertretungsorgan des antizipativen bosnisch-herzegowinischen Demos – bei gleichzeitiger Beschneidung der Befugnisse der Völkerkammer als institutionelle Vertretung der Bosniaken, Kroaten und Serben als konstitutive Völker – und des Ministerrates als zentrales Organ der Exekutive, der entscheidend zur Effizienz und Rationalisierung des Gesamtstaates beitragen soll, gestärkt werden – bei gleichzeitiger Einschränkung der Kompetenzen der Präsidentschaft.

Alongside the transfer of these responsibilities there should be systemic empowerment of the House of Representatives as the representative body of the anticipated Bosnian-Herzegovinian demos – along with simultaneous limitation of the authority of the House of Peoples as the representative of the constituent nations of Bosniaks, Croats, and Serbs – and establishing the Council of Ministers as the central organ of executive power – along with simultaneous limitation of the Presidency's authority – which should decidedly improve the operation of the state as a whole.
