خلال السنوات الأولى من فترة الأربع سنوات، ركزت المنظمة على بذل الجهود التعاونية على كل من المستويين المحلي والإقليمي، حيث أنشأت بالدرجة الأولى شبكات ومناطق تعاون عن طريق الربط مع حكومة جامايكا، ومع حكومات دول أخرى في داخل المنطقة، هي ترينيداد وتوباغو، وبربادوس، وغيانا، وسانت لوسيا.

During the earlier years of the quadrennium, the organization’s emphasis was on cooperative efforts at both the local and regional levels, primarily establishing networks and areas of cooperation through liaising with the Government of Jamaica, as well as Governments of States within the region, namely Trinidad and Tobago, Barbados, Guyana and St. Lucia.

En los primeros años del cuadrienio la organización realizó en particular actividades de cooperación tanto en el plano local como en el regional, estableciendo fundamentalmente redes y campos de cooperación mediante la creación de vínculos con el Gobierno de Jamaica, así como con el Gobierno de los Estados Unidos y otros países de la región, a saber, Trinidad y Tabago, Barbados, Guyana y Santa Lucía.
