إن في اعتماد قانون توفير الدعم المالي للأسر التي لها أطفال (الجريدة الرسمية لجمهورية صربيا، العدد 16/2002) لَتعبيراً عن الإصلاحات التي تمس توفير الرعاية الاجتماعية وهو القانون الذي جاء بالتغييرات التالية: التفريق بين تدابير السياسات الاجتماعية وتدابير السياسات السكانية ؛ وضع تعريف أكثر دقة للأسر الفقيرة /المعرَّضة للفاقة التي لها أطفال؛ ضمان الاستفادة الدائمة من الحقوق؛ وأدّت التغييرات التي مست نظام صرف المستحقات بمقتضى القانون (الحق في الاستفادة من علاوة الأطفال/الأسرة) إلى تحقيق وفورات في الميزانية.

Reforms in the provision of social protection are reflected in the adoption of the Law on Rendering Financial Support to Families with Children (Official Journal of the Republic of Serbia, No. 16/2002) which introduced the following changes: division of measures of social and population policies has been effected; better identification of poor/vulnerable families with children has been achieved; continual access to rights has been ensured; and the changes in the system of payment of entitlements provenant from the law (the right to children’s/family allowance) have accounted for savings in the budget.

Las reformas en la prestación de protección social se reflejan en la aprobación de la Ley de ayuda económica a las familias con hijos (Boletín Oficial de la República de Serbia, No 16/2002), que introdujo las siguientes modificaciones: se ha procedido a la división de las medidas de política social y de población; se ha identificado mejor a las familias pobres o vulnerables con hijos; se ha garantizado el acceso permanente a los derechos; y se han realizado economías en el presupuesto modificando el sistema de pago de derechos derivados de la ley (derecho a subsidios familiares y por hijos).

La Loi sur les prestations familiales (Journal officiel de la République de Serbie n° 16/2002), dont l’adoption reflète les réformes entreprises en matière de prestations sociales, a permis l’introduction des modifications suivantes : les mesures sociales et démographiques ont été distinguées ; les familles pauvres et/ou vulnérables ont été mieux identifiées ; la continuité de l’accès aux droits a été assurée ; et les modifications introduites par la loi dans le versement des prestations (allocations d’éducation/allocations familiales) ont permis de réaliser des économies budgétaires.

Преобразования в системе социального обеспечения отражены в Законе о предоставлении финансовой помощи семьям с детьми (Официальный вестник Республики Сербии, No 16/2002), в текст которого были введены новые положения, предусматривающие разделение мер в области социальной и демографической политики; более эффективное выявление малоимущих/уязвимых семей с детьми; обеспечение реализации прав на постоянной основе; экономию бюджетных средств за счет изменений в системе выплаты предусмотренных законом пособий (право на получение пособия на детей/семью).
