ومع أنه لم يُثر أي اعتراض على هذا النطاق الموسّع لمشروع الصك، فقد اتُفق عموما على أنه ينبغي للفريق العامل، من أجل مواصلة مداولاته، أن يلتمس مشاركة منظمات دولية مثل الاتحاد الدولي للنقل الطرقي والمنظمة الحكومية الدولية للنقل الدولي بالسكك الحديدية وغيرهما من المنظمات الدولية المعنية بالنقل البرّي.

While no objection was raised against such an extended scope of the draft instrument, it was generally agreed that, for continuation of its deliberations, the Working Group should seek participation from international organizations such as the International Road Transport Union (IRU), the Intergovernmental Organisation for International Carriage by Rail (OTIF), and other international organizations involved in land transportation.

Si bien no hubo objeciones ante esta ampliación del alcance del proyecto de instrumento, en general se opinó que, para proseguir sus deliberaciones, el Grupo de Trabajo debería recabar la participación de organizaciones internacionales como la Unión Internacional de Transportes por Carretera, la Organización Intergubernamental para el Transporte Internacional por Ferrocarril (OTIF), y de otras organizaciones internacionales que se ocupaban del transporte terrestre.
