أن تكفل حق الأطفال ذوي الإعاقة، على قدم المساواة مع غيرهم من الأطفال، في التعبير عن آرائهم بحرية في جميع المسائل التي تمسهم وإيلاء تلك الآراء الاعتبار الواجب حسب سنهم ومدى نضجهم وحقهم في الحصول على مساعدة تتناسب مع إعاقتهم وسنهم لإعمال ذلك الحق؛
