وينبغي حصر التشجيع على تنفيذ خطط التمليك الفردي في الحالات التي يمكن فيها الجمع بين التمليك الفردي وتدوين حقوق المستخدمين على أساس عرفي، وتتهيأ فيها الظروف التي تحول دون زيادة تركيز الأراضي بين أيد قليلة بسبب إنشاء سوق للحقوق في الأراضي.

Individual titling schemes should be encouraged only where they can be combined with the codification of users’ rights based on custom, and where the conditions have been created to ensure that the establishment of a land rights market will not lead to further land concentration.
