وتصديا للوضع الخطير السائد، قررت القيادة العليا للجيش الشعبي الكورية على نحو قاطع أن تعبر من خلال إجراء عسكري عملي عن تصميم جيش جمهورية كوريا الشعب الديمقراطية وشعبها على اتخاذ إجراء مضاد حاسم وأصدرت أمرا للقوات الضاربة المدافعة عن العدل أن تظل على أهبة الاستعداد.

To cope with the prevailing grave situation, the Supreme Command of the Korean People’s Army made a final decision to demonstrate with a practical military action the strong will of the army and of the people of the Democratic People’s Republic of Korea to take a resolute counter-action and gave an order to the strike forces of justice to keep themselves on the highest alert.
