غير أنه عند مكافحة الإرهاب والمنظمات الإرهابية والمرتزقة الذين تجندهم، يجب أن يعلو الدفاع عن حقوق الإنسان على أي اعتبار؛ ويجب أن يشارك المجتمع المدني في صياغة وتنفيذ خطط مكافحة الإرهاب، وأن يُتفادى اللجوء إلى عمليات الجيش أو الشرطة وحدها دون الوسائل الأخرى
