Σημειώνει επίσης ότι οι υπερβάσεις δαπανών στον τομέα του βοείου κρέατος, τις οποίες η Επιτροπή αποδίδει κατά κύριο λόγο σε συγκυριακούς παράγοντες και δη στην επιδημία της σπογγοειδούς εγκεφαλοπάθειας των βοοειδών, ήταν προβλεπτές πολύ πριν από την περάτωση της διαδικασίας του προϋπολογισμού για το 1991.
