لقد أتاحت الفقرة 21 من قرار مجلس الأمن 1483 (2003) للعراق ومجلس إدارة لجنة الأمم المتحدة للتعويضات بحث نسبة الاستقطاع، ولطالما ألمح العراق إلى ضرورة تخفيض هذه النسبة أمام دورات المجلس المذكور، ولذا فإن حكومة جمهورية العراق ترى أنه آن الأوان لإعادة النظر في هذا الموضوع وترغب في تعليق الاستقطاع أو تخفيض نسبته.

Further recalling that under paragraph 21 of Security Council resolution 1483 (2003), the Governing Council of the United Nations Compensation Commission and Iraq may review the compensation payment, and that Iraq has long suggested to the Commission that this payment should be reduced, the Government of Iraq therefore believes that the time has come to review this matter.

Recordando además que, de conformidad con el párrafo 21 de la resolución 1483 (2003) del Consejo de Seguridad, el Consejo de Administración de la Comisión de Indemnización de las Naciones Unidas y el Iraq pueden revisar el pago de indemnizaciones y que el Iraq viene proponiendo desde hace tiempo a la Comisión que se reduzca el pago, el Gobierno del Iraq considera que ha llegado el momento de estudiar esta cuestión.

Rappelant en outre qu’au paragraphe 21 de la résolution 1483 (2003) du Conseil de sécurité, il est précisé que le Conseil d’administration du Fonds d’indemnisation et l’Iraq peuvent réexaminer le taux de prélèvement fixé pour le paiement des compensations et que l’Iraq demande de longue date de réduire le montant des indemnisations versées au Fonds, le Gouvernement iraquien estime que le moment est venu de réexaminer cette question et qu’il souhaite suspendre les prélèvements ou en réduire le montant.

Ссылаясь далее на то, что в соответствии с пунктом 21 резолюции 1483 (2003) Совета Безопасности Совет управляющих Компенсационной комиссии Организации Объединенных Наций и Ирак могут пересмотреть объем выплачиваемой компенсации и что Ирак давно предлагает Комиссии сократить эти платежи, правительство Ирака, таким образом, считает, что настало время для рассмотрения этого вопроса.
