ولذلك اقترح أن يستعاض عن العبارة الافتتاحية في الاقتراح الوارد نصه في الفقرة # (ج) أعلاه بالجملة التالية: "يحق للجهة المشترية أن تلغي الاشتراء في أي مرحلة من إجراءات الاشتراء"
