Målet med Daphne-programmet er at bidrage til at sikre en høj grad af beskyttelse af det fysiske og psykiske helbred ved at beskytte børn, unge og kvinder mod vold (herunder vold i form af seksuel udnyttelse og seksuelt misbrug), ved at forebygge vold og ved at yde støtte til voldsofre med særligt henblik på at forhindre nye voldelige overgreb.

Januar 2000 angelaufen und auf vier Jahre angelegt ist. Mit dem Programm werden mehrere Ziele verfolgt: besserer Schutz von Kindern, Jugendlichen und Frauen vor Gewalt (auch in Form sexueller Ausbeutung und sexuellen Mißbrauchs), Verhütung von Gewalt sowie Hilfe für die Opfer von Gewaltverbrechen, um insbesondere neuerliche Angriffe zu vermeiden.
