تُـولي كل دولة طرفٍ، خلال تنفيذ التزاماتها بموجب هذه المعاهدة، أولوية قصوى لضمان ألا يكون التنفيذ وفقا للمعاهدة تمييزيا وألا يكون ذا طابع غير موضوعي وألا يكون من شأنه أن يمثل انتهاكا سياسيا، من بين جملة أمور.

Each State party, during the implementation of its obligations under this treaty, shall assign the highest priority to ensuring that the implementation in accordance with the treaty is not discriminatory or subjective in nature, nor could represent, inter alia, political abuse.
