On July 17th 1980 General García Meza led a military coup in Bolivia and installed a repressive regime which was condemned not only by international organizations such as the United Nations, the Organization of American States (OAS), the Latin American Association for Human Rights and Amnesty International, but also by the Congress and Administration of the United States, the European Economic Community by the United Nations Commission on Human Rights, who visited Bolivia in October, 1981.

Uno de los últimos golpes de estado en Bolivia, el 17 de julio de 1980 dirigido por el Grl. García Meza, instauró un régimen de fuerza que fue denunciado no solo por organizaciones internacionales como las Naciones Unidas, la Organización de Estados Americanos (OEA), la Asociación Latinoamericana de Derechos Humanos (ALADHU), Amnesty International, sino incluso por el Congreso y Gobierno Norteamericanos, la Comunidad Económica Europea (CEE) y los países del Pacto Andino.
