Ο Λένιν πέθανε από τέταρτο εγκεφαλικό στις 21 Ιανουαρίου 1924 και στις 2 Φεβρουαρίου ο Ρίκοφ επελέγη από το Συμβούλιο των Λαϊκών Επιτρόπων ως Πρωθυπουργός τόσο της Ρωσικής Σοβιετικής Ομοσπονδιακής Σοσιαλιστικής Δημοκρατίας, όσο και της Σοβιετικής Ένωσης, θέσεις στις οποίες παρέμεινε μέχρι 18 Μαΐου 1929 και 19 Δεκεμβρίου 1930, αντίστοιχα.

Lenin died from a fourth stroke on 21 January 1924 and on 2 February Rykov was chosen by the Council of People's Commissars as Premier of both the Russian Soviet Federative Socialist Republic and of the Soviet Union, which he served as until 18 May 1929 and 19 December 1930, respectively.
