20 Dazu ist festzustellen, daß Artikel 14 der Verordnung Nr . 516/77 und Artikel 1 der Verordnung Nr . 521/77 es nicht ausschließen, daß eine ernstliche Störung oder die Gefahr einer solchen Störung von einer Vielfalt von Ursachen sowohl innerhalb als auch ausserhalb des Gemeinschaftsmarktes herrühren kann .

20 In that regard, it must be stated that Article 14 of Regulation No 516/77 and Article 1 of Regulation No 521/77 do not preclude the possibility that serious disturbances or the threat thereof may arise from a wide variety of causes, both internal and external to the common market .
