ويُعزى الفرق إلى تطبيق معاملي الدوران (بنسبة 4.9 في المائة للموظفين من الفئة الفنية وبنسبة 1.9 في المائة للموظفين من فئة الخدمات العامة) وإلى احتساب الاحتياجات من الوظائف الجديدة الموافق عليها للفترة 2007/2008 التي طُبِّق فيما يتعلق بها معامل تأخر في التوظيف بنسبة 50 في المائة (للموظفين من الفئة الفنية) وبنسبة 35 في المائة (للموظفين من فئة الخدمات العامة) في ميزانية الفترة 2007/2008، وكذلك إلى زيادة التكاليف القياسية والوظائف الإضافية المقترح إنشاؤها للفترة 2008/2009.

The variance is attributable to the application of turnover factors (4.9 per cent for Professional staff and 1.9 per cent for General Service staff), to the computation of requirements for the additional posts approved in the 2007/08 period in respect of which delayed recruitment factors of 50 per cent (Professional staff) and 35 per cent (General Service staff) were applied in the 2007/08 budget, as well as to increased standard costs and the proposed establishment of additional posts for 2008/09.

La variation s’explique par les abattements appliqués au titre des mouvements de personnel (4,9 % pour les administrateurs et 1,9 % pour les agents des services généraux), par l’effet-report de la création des postes additionnels approuvés au titre de l’exercice 2007/08 (le budget de cet exercice tient compte d’un abattement pour délais de recrutement de 50 % dans le cas des administrateurs et de 35 % dans le cas des agents des services généraux), enfin par l’augmentation des coûts standard et les créations de postes.
