ترى اللجنة الفرعية أن الحق في إخطار قريب أو طرف ثالث من اختيار المحروم من الحرية والحق في الاستعانة بمحام والحق في الحصول على خدمة طبيب تمثل ضمانات أساسية لمنع سوء المعاملة ينبغي أن تنطبق من اللحظة الأولى للحرمان من الحرية.

The SPT considers that the right to inform a close relative or another third party of their choice of the deprivation of liberty, the right of access to a lawyer and the right of access to a doctor are fundamental safeguards against ill-treatment which should apply from the very outset of deprivation of liberty.
