إلا أنه حدث، نتيجة لتدهور الحالة الأمنية بسبب استمرار الصراع، تأخيرات لم نستطع تجنبها في تنفيذ المساعدة الاقتصادية، وأدى هذا إلى دائرة مُفرغة تجعل فيها زيادة تأخير التنمية الاقتصادية في هايتي من ترسيخ النظام السياسي الديمقراطي أمرا صعبا.

However, due to the deterioration of the security situation as a result of the continuing conflict, there have been unavoidable delays in the implementation of economic assistance, and this has led to a vicious circle in which the further delaying of Haiti’s economic development makes it difficult for a democratic political system to take hold.

Sin embargo, debido al empeoramiento de la situación de seguridad como consecuencia del conflicto constante, se han producido demoras inevitables en la puesta en práctica de la asistencia económica, y ello ha dado lugar a un círculo vicioso en el cual la demora adicional del desarrollo económico de Haití hace difícil que arraigue un sistema político democrático.
