وكان يُنظر إلى المبادرة على أنها تدبير لسد الثغرات بغية إيواء المقاتلين المسرَّحين الذين لم يتلقوا البدل المنصوص عليه في اتفاق واغادوغو الذي تبلغ قيمته 000 500 فرنك من فرنكات الجماعة المالية الأفريقية؛ غير أنه نظرا لمحدودية التمويل وفر البرنامج المأوى لـ 720 3 فقط من المقاتلين السابقين.

The initiative was conceived as a stop-gap measure to accommodate demobilized combatants who had not received the allowance of CFA 500,000 stipulated in the Ouagadougou Agreement; however limited funding has meant that the programme has accommodated only 3,720 ex-combatants.

La iniciativa fue concebida como una medida provisional en beneficio de los desmovilizados que no habían recibido el subsidio de 500.000 francos CFA estipulado en el Acuerdo de Uagadugú, pero debido a la escasez de fondos el programa sólo ha podido atender a 3.720 excombatientes.
