The lessons accumulated, by those who witnessed or survived the successive massacres and atrocities of the last hundred years, and those who study and think seriously about them today, cannot but lead to this humanist acknowledgement: in the roots of those juridical institutions (mandates, trusteeship, international administration of territories) we detect the belated consciousness of the duty of care for the human kind.

Опыт, полученный теми, кто стал свидетелем или пережил следующие друг за другом расправы и зверства последних ста лет, и тех, кто серьезно изучает и анализирует их в наши дни, не может не привести к этому гуманистическому заключению; в истоках этих юридических институтов (мандаты, опека, международное управление территорией) мы видим запоздалое осознание обязанности заботиться о человеке.
