As we pointed out during our first intervention, in the general debate (see A/C.1/64/PV.7), the ongoing crisis and the absence of a stable Government in Somalia have created a fertile ground for the clandestine operations of terrorist groups and the proliferation of the illicit trade and transfer of small arms and light weapons.
