وإذ تأخذ اللجنة في الاعتبار تعليق الدولة الطرف الذي أفادت فيه بأن مسألة تقييد حرية التعبير "لا تدخل في نطاق صلاحية وزارة الداخلية"، ذكّرت اللجنة بالفقرة 4 من تعليقها العام رقم 31(2004) المتعلق بطبيعة الالتزام القانوني العام المفروض على الدول الأطراف في العهد، وطلبت بالتالي إلى الدولة الطرف تزويدها بمعلومات إضافية عن التدابير المتخذة لتنفيذ الفقرة 25 بكاملها.

Taking into consideration the State party’s comment that the issue of restrictions on freedom of expression “does not fall within the purview of the Ministry of the Interior”, the Committee recalled paragraph 4 of its general comment No. 31 (2004) on the nature of the general legal obligation imposed on States parties to the Covenant, and thus requested additional information on measures to implement paragraph 25 as a whole.

L’État partie ayant indiqué dans ses commentaires que la question des restrictions à la liberté d’expression «ne relev[ait] pas des compétences du Ministère de l’intérieur», le Comité a rappelé le paragraphe 4 de son Observation générale no 31 (2004) sur la nature de l’obligation juridique générale imposée aux États parties au Pacte et a donc demandé des renseignements supplémentaires sur les mesures prises pour donner effet au paragraphe 25 dans son ensemble.
