During the World Conference on the Environment and Sustainable Development that was organized by the United Nations in 1992, 173 states approved in Rio de Janeiro an environment and development action plan for the 21st century: Plan 21. It introduced the concept of sustainability through the integration of the environment in the set of sectorial policies.

Durante la Conferencia Mundial sobre Medio ambiente y Desarrollo Sostenible, organizada en 1992 por Naciones Unidas, 173 estados aprobaron en Río de Janeiro un programa de acción sobre el medio ambiente y desarrollo para el siglo XXI, el denominado Programa 21, introduciendo el concepto de sostenibilidad a través de la integración del medio ambiente en el conjunto de las políticas sectoriales.
