ويبحث المقرر الخاص، في هذا التقرير، الخصائص الرئيسية لنظام التعليم في باراغواي من حيث التنظيم والشمولية والبُنى التحتية وإنفاق الدولة وسياسة الحكومة الحالية؛ وهو ينظر في عدد من البرامج المحددة، مثل برامج التعليم الثنائي اللغة والمتعدد الثقافات، والعمل الذي تضطلع به عدة وكالات حكومية أخرى في مجال التعليم، مثل البرنامج الوطني بشأن تكافؤ فرص المرأة في التعليم وبرنامج أبراثو.

In this report the Special Rapporteur examines the main characteristics of the Paraguayan education system in terms of organization, coverage, infrastructure, State expenditure and the policy of the current Government; and looks at a number of specific programmes, such as bilingual intercultural education, and several other State agencies working with education, such as the National Programme on Equal Opportunities for Women in Education (PRIOME) and the Abrazo programme.

En el presente informe, el Relator Especial analiza las principales características del sistema educativo paraguayo en términos de organización, cobertura, infraestructura, gasto estatal y política del actual Gobierno, así como varios programas especiales como la educación bilingüe intercultural, además de varias otras instituciones estatales relacionadas con el tema, como el Programa Nacional de Igualdad de Oportunidades y Resultados para la Mujer en la Educación (PRIOME) y Abrazos.

Dans le présent compte rendu, le Rapporteur spécial analyse les principales caractéristiques du système éducatif paraguayen sur plusieurs plans: organisation, extension, infrastructure, dépenses publiques et politiques du gouvernement actuel; il passe en revue des programmes spéciaux tels que les programmes d’éducation bilingue interculturelle, et divers organismes publics s’occupant de la question, tels que le Programme national pour l’égalité des chances des femmes en matière d’éducation (PRIOME) et le Programme ABRAZO.

В настоящем докладе Специальный докладчик обстоятельно рассматривает основные особенности системы образования Парагвая в плане ее организации, охвата, инфраструктуры, объема государственных расходов и политики ныне действующего правительства; кроме того, он анализирует различные специальные программы, например, связанные с межкультурным двуязычным образованием, равно как и проекты, реализуемые рядом других соответствующих государственных учреждений, к числу которых относятся Национальная программа по обеспечению равенства возможностей женщин в области образования (ПРИОМЕ) и Программа "Объятие".
