In 2003 the four founding countries established the international WRO Committee (now known as the WRO Advisory Council), which decided to establish a new and permanent robotics organisation, based on the idea that students from all over the world should have the opportunity to meet with other students to fulfil the new mission statement: "To bring together young people all over the world to develop their creativity, design & problem solving skills through challenging & educational robot competitions and activities" The WRO Committee decided on the new name World Robot Olympiad, and new WRO logos were developed.

ในปี 2000 มีการจัดการแข่งขันหุ่นยนต์ของนักเรียนในภูมิภาคเอเชีย ชื่อว่า International Robot Olympiad หรือ IRO ซึ่งคณะกรรมการของ IRO ได้ตกลงที่จะขยายการแข่งขันออกไปให้ครอบคลุมกับความสนใจของนักเรียนทั่วโลก จึงได้มีมติให้ก่อตั้งองค์กรใหม่เพื่อรองรับการขยายตัวของการแข่งขันดังกล่าว "เพื่อนําคนรุ่นใหม่จากทั่วโลกมาพบกัน และร่วมพัฒนาความคิดสร้างสรรค์ การออกแบบและ ทักษะการแก้ไขปัญหา ผ่านการแข่งขัน และการนําเสนอผลงานด้านการศึกษา" คณะกรรมาธิการลงมติเปลี่ยนชื่อการแข่งขันใหม่จาก IRO เป็น WORLD ROBOT OLYMPIAD หรือ WRO โดยเริ่มก่อตั้งขึ้นเมื่อปี 2004 และคณะกรรมาธิการยังตกลงให้การจัดการแข่งขัน WRO ระดับโลกจะมีการเปลี่ยนสถานที่จัดการแข่งขันทุกปี
