وفي حين وضع الوزراء في اعتبارهم مسؤولية الوكالة في حماية المعلومات السرية الخاصة بالضمانات، والرغبة في عدم وقوع حوادث تسرب لمثل هذه المعلومات، فإنهم شدّدوا على الحاجة إلى تدعيم نظام حماية المعلومات السرية الخاصة بالضمانات.
