I tredje betragtning i praeamblen til forordning nr. 2075/92 udtaltes det, at den nuvaerende markedssituation for raatobak kraever en gennemgribende aendring af faellesskabsordningen, idet den traditionelle produktion dog samtidig skal opretholdes; der henvises endvidere til noedvendigheden af at styre produktionen, idet der herved baade tages hensyn til de i Faellesskabet foreliggende markedsbehov og budgetbetingelser.

In der dritten Begründungserwägung der Verordnung Nr. 2075/92 heisst es, die derzeitige Lage auf dem Tabakmarkt mache eine grundlegende Änderung der Gemeinschaftsregelung unter Beibehaltung des Tabakanbaus durch die traditionellen Erzeuger erforderlich; es gelte, eine Produktionsregulierung zu gewährleisten, die den Marktbedürfnissen und den Erfordernissen des Gemeinschaftshaushalts gerecht werde.

The preamble to Regulation No 2075/92 states, in the third recital, that the present situation on the tobacco market calls for a substantial overhaul of the Community arrangements, while ensuring the continuation of tobacco growing by the traditional producers; it also refers to the need to limit production in line with the requirements of the market and the demands of the Community budget.
