وتُشغل قرابة 60 دولة أو تشيد حاليا محطات طاقة نووية أو مفاعلات بحوث ولدى 40 دولة على الأقل البنية الأساسية الصناعية والعلمية التي تمكنها إذا اختارت أن تبني أسلحة نووية في غضون مهلة قصيرة نسبيا، إذا لم تعد القيود القانونية والقاعدية لنظام المعاهدة مطبقة.

Almost 60 States currently operate or are constructing nuclear power or research reactors, and at least 40 possess the industrial and scientific infrastructure which would enable them, if they chose, to build nuclear weapons at relatively short notice if the legal and normative constraints of the Treaty regime no longer apply.

À l’heure actuelle, près de 60 États exploitent ou construisent des centrales nucléaires ou des réacteurs de recherche et au moins 40 possèdent l’infrastructure industrielle et scientifique qui leur permettrait de fabriquer des armes nucléaires dans des délais relativement courts si les contraintes juridiques et normatives du régime du Traité cessaient de s’appliquer.
