(a) Following the twenty-first session of the Governing Council, UN-Habitat engaged in discussions with the Committee of Permanent Representatives that concluded in April 2008 with the adoption of operational procedures and the endorsement of an operations manual for submission to the steering and monitoring committee established in mid-2008 after an international workshop and based on nominations made by regional representatives of the Committee.

a) Después del 21o período de sesiones del Consejo de Administración, ONU-Hábitat entabló debates con el Comité de Representantes Permanentes como corolario de las cuales en abril de 2008 se aprobaron los procedimientos operativos y se aprobó el manual operativo que se presentaría al Comité directivo y de supervisión establecido a mediados de 2008, después de un curso práctico internacional y sobre la base de los postulantes que habían presentado los representantes regionales del Comité.
