The Syrian Government stresses that paragraph 8 of the report demonstrates most clearly the unbalanced and contradictory approach of the Secretariat to the situation in Syria, whether in respect of the insistence on using a term (non-State armed opposition) that is not a legal term and has no basis in international law, or on using that term to describe groups that are universally designated as terrorist groups, such as the Nusrah Front and several of its terrorist allies, including Ahrar al-Sham, Army of Islam and the Nur al-Din al-Zanki movement.

El Gobierno sirio subraya que el contenido del párrafo 8 del informe demuestra sin lugar a dudas el enfoque desequilibrado y contradictorio adoptado por la Secretaría ante la situación en Siria, tanto por empeñarse en utilizar una expresión (grupos armados no estatales de la oposición) inexistente como concepto jurídico y carente de fundamento en el derecho internacional, como por recurrir a esa expresión para referirse a grupos designados en todo el mundo como terroristas, por ejemplo el Frente Al-Nusra y varios de sus aliados terroristas, entre ellos Ahrar al-Sham, el Ejército del Islam y las Brigadas Nur ad-Din Zangi.

On voit clairement au paragraphe 8 du rapport la démarche disproportionnée et contradictoire adoptée par le Secrétariat concernant la situation en Syrie : non seulement il s’obstine à employer une expression illégale et n’ayant aucun fondement en droit international (« opposition armée non étatique »), mais il l’utilise pour désigner des groupes reconnus comme terroristes dans le monde entier, comme le Front el-Nosra, ainsi que plusieurs groupes terroristes qui y sont alliés, comme Ahrar el-Cham, l’Armée de l’islam et le Bataillon Noureddine Zanki.
