وأعلم حق العلم بوجود آراء متباينة بشأن ما إذا كان ذلك نابع من عدم وجود إرادة سياسية أو من النظام الداخلي، بيد أنني أعتقد أن هذا هو الحد الأدنى الذي ينبغي أن نقوله، وبكل صدق، لا أفهم السبب الذي يجعل ذلك يثير مشكلة لأي كان.

I know perfectly well that there are different views as to whether this results from a lack of political will or from the rules of procedure, but I think this is the minimum we should be able to say, and I honestly fail to understand why this should create a problem for anybody.
