لذا من المهم بيان سياق التطورات التي أدت إلى النقل المؤقت للبعثة وسرد الأحداث ذات الصلة التي جرت منذ وقعت إريتريا وإثيوبيا، في الجزائر العاصمة، على اتفاق وقف أعمال القتال المؤرخ 18حزيران/ يونيه 2000 وعلى اتفاق السلام الشامل المؤرخ 12 كانون الأول/ديسمبر 2000.
