ألا يمكن أن نتخلص من منظومة الرش تدريجياً، ونكفل استمرار وصول الموارد بشيء من الجهد إلى الجبهة المتحدة الثورية وغيرها من المحاربين السابقين ولإعادة إدماجهم بعد انتهاء عملية حفظ السلام؟
