ومن أجل تلبية الالتزامات المالية لمخطط ادخارات المعاشات، نص قانون هذا النظام على إنشاء صندوق استهلاك الدين المكون من المخصصات السنوية المحددة في الميزانية السنوية العامة بغية تمويل التزامات الضمان الاجتماعي عندما تنفد الاحتياطات التقنية للمعهد؛ وبدأ المعهد الوطني لمعاشات الخدمة المدنية يسحب من هذه الموارد في آب/أغسطس 2002.

In order to meet the financial obligations of the Public Pensions Scheme, the SAP Act provided for the creation of a sinking fund constituted by annual allocations specified in the general national budget with a view to funding the social security obligations when the Institute’s technical reserves are exhausted; INPEP began to draw on these resources in August 2002.

Para cumplir con las obligaciones financieras del Sistema Público de Pensiones, la Ley SAP ha dispuesto la creación de un Fondo de Amortización de Pensiones, conformado por porcentajes anuales determinados en el Presupuesto General de la Nación, recursos que financiarán las obligaciones previsionales al momento de que se agoten las reservas técnicas institucionales, situación que el INPEP ha puesto en práctica a partir del mes de agosto de 2002.

Pour faire face aux obligations financières du Système public des retraites, la loi SAP a institué un Fonds d'amortissement des pensions, constitué à partir de pourcentages annuels déterminés du Budget général de la nation et financé par les réserves techniques institutionnelles; ce système est entré en vigueur à l'INPEP à partir d'août 2002.
