The procuring entity shall promptly notify each supplier or contractor whether or not it has been pre-selected and shall make available to any member of the general public, upon request, the names of all suppliers or contractors that have been pre-selected[, unless the procuring entity decides to withhold this information in order to protect classified information in procurement involving classified information].
