إن إطلاق مسمى "البدون" على فئة المقيمين بصورة غير قانونية، إنما هو مسمى غير دقيق ولا سند له في الدولة. فالمعنى المجرد لهذه الكلمة هو الشخص الفاقد أو المحروم من شيء ما، مما قد يبدو أنه يشمل الحرمان من أساسيات الحياة بصورها المختلفة أو الحرمان من الجنسية الكويتية أو حتى الأصل المنتمين إليه.

The term “bidoon”, which is sometimes used to designate the category of illegal residents, is imprecise and has no legal standing in Kuwait since it merely means “lacking” or “deprived of” something and could therefore be taken as signifying deprivation of various basic necessities of life or deprivation of Kuwaiti nationality or even of national origin.

El término “bidún”, que a veces se utiliza para designar la categoría de “residentes ilegales”, es impreciso y no tiene base jurídica en Kuwait, ya que simplemente significa “que carece de” o “privado de” algo y, por lo tanto, se podría interpretar como una privación importante de diversas necesidades básicas para la vida o la privación de la nacionalidad kuwaití o incluso del origen nacional.
